I want to know how I can get back a program already sent to FPGA.

What FPGA? Is it encrypted? Du you have lock bits set?

in fact I use a microEnable grabber IV VQ4-GE contains a Xilinx FPGA, 
normally it is our supplier who programmed this card but has not 
delivered us the programs, then I want a solution to recover programs 
that are in the FPGA board

Yes, you can read out the Spartan3 net lists later on using JTAG, if you 
have the tools or a few kUSD spare and at least 3 months time to reverse 
engineer what is happening under the hood.. But for what you are 
targetting at: just forget it. You might want to get in touch with 
Silicon Software, if you want to modify vision components on your 
grabber.
