Look here please: http://opencores.com/project,avr_core and roam around on this site. A search term like "Verilog AVR timer" may give further results. As last resort you may search for similar VHDL implementations and rewrite them in Verilog.

BTW: Why did you post the picture of the (fairly simple) AVR counter two times? There's no more information in the second than in the first one...
