I want to do a matrix's multiplication on an Atlys Spartan-6 xc6slx45.I 
connect 4 microblazes to each other.I want to add a Noc to them.I didn't 
find any design tool for a Noc compatible with windows.

Presumably "Network on Chip", just a phrase for playing bullshit bingo 
with sales representatives.

For Ethernet this is usually not true, because the MAC can be 
implemented on the FPGA, but the PHY is an additional external chip 
connected via (R)MII to the FPGA...

It is a good way to differentiate packet/transaction oriented 
interconnects from multiplexed interconnects or traditional bus 
interconnects. There are other networks than Ethernet.
