Hi All ,
Why can we have in a circuit a processor (ARM ) besides an FPGA ? can we
have in an FPGA a processor ? i mean processor written in vhdl inside an
FPGA is that possible ?

Yes it's possible.
Computer science departments on universitys around the world, which 
doing research on CPU architectures do that.

And then there is MicroBlaze, NIOS II, Mico32(LM32), ARM Cortex M1 and 
more, which are optimized for FPGA Implementation.
