Do you have an example for those two numbers?
Usually thats the same: 3 colors with 8 bit resolution are 24 bits.

i saw the specification of de1-soc. it says that de1-soc has 24 bit DAC 
vga output and the de2-115 has 8 bit DAC vga output,., what is the 
difference between them?

24 bit = 2^24 = 16777216 colors
 8 bit = 2^8  =      256 colors

But you didn't read well. In

page 52 I found:

the Analog Devices ADV7123 triple 10-bit high-speed video DAC (only the higher 8-bits are used)
you can find the DE2-115 also support 24 bit (=16M) color.
