One of my Xilinx U250 accelerator cards is stuck when I try to flash it
and breaks with the following message:

In **dmesg** I get the following warning "check_pcie_link_toggle: PCI
link toggle was detected" and "xmc.m.19922944 ffff8be17766d810
is_sc_ready: SC is not ready, state=0". Comparing the **lspci** output
(lspci -vd 10ee: -vvv) shows:
*"Control: I/O-"* (on the card that breaks) vs. *"Control: I/O+"*
(working card).
Maybe I can use **setpci** to set the mentioned bit? As I am new to the
fpga field and do not have experience with it, unfortunately I am stuck
with this.
Does anyone have experience with the mentioned card? My environment is
GNU/Linux Ubuntu 18.04 LTS with Xilinx tools version 2021.1
