I want to do Bluetooth 4.0 BLE development with IAR for ARM, is it possible? And, do I have to configure Option after installing IAR? It is configured in the tutorial.

Of cause you can do BLE development with IAR - regardless if it is for ARM or any other architecture. You need to select the right IAR version for your target processor.
If it is 4.0 BLE, what version of IAR should I choose?
