How to config the FPGA board to active Nonvolatile Configuration

Dear all,

I want to load .sop file on FPGA Stratix II board as nonvolatile mode 
(means that when I reset power of the board, it still active with old 
configuration and I do not have to config each time I reset power)

In the design, I do not use any NIOS CPU. I cannot to use NIOS SDK SHELL 
for configuration (and I dont know about this tool too)
