How to start with the PIC32

Hello,
Im new with microcontrollers and I don't know how to start. I'd like to 
buy a PIC32 to have enough pins available to build a RGB cube, but to 
start I would like start with a simple (maybe it's not THAT simple...) 
chaser light.
I wonder how I can programm this, what Interface I can use. I am 
greatful for any kind of help.

It is better to take a 8-bit µC at the beginning. That makes things 
easier.
