downloading and configuring newlib for gcc in cygwin

Hi,
I tried to download and configure gcc
> 4.1.0/1, newlib 1.14 from: 
http://www.aps.anl.gov/epics/base/RTEMS/tutorial/node6.html
but my cygwin doesn't accept the command
patch -p1 <../ binutils-2.16.1-rtems-20050816.diff
to correct bugs. what do you suggest to do?
