Winarm and ARM JTAG

Not easy to answer this, because there is no information about your
target. You need a software interface between host (PC, e.g. GDB
debugger software) and target (specific microcontroller with ARM core),
which controls the wiggler. OpenOCD is a working interface software for
WinARM and LPC???? type of targets.

The LPC2103 works with OCDemon.
We have had it working sometimes with OpenOCD, but the version we tried
was not as reliable as OCDemon.

I would recommend you follow Jim Lynch's Tutorials.
