problem in reading IO port pin

I am using WinARM20070505.BY using this WinArm I am able to create hex 
file but I am not able to read and write any port pin when i put those 
hex file into the ARM development board.There is no any problem in my 
development board.because i checked this board with same program by 
using keil.I am not able to understand the problem.Please help me.
