C167 read timing tc14

Hi
The datasheet describes that the read data have an input setup time of 
min 14ns (tc14).
Are the inputs read somewhere in this 14ns (point in time) or is it like 
a condensator which needs 14ns to charge?
Are all inputs read at the same time? We experienced, that D14 is a bit 
slower.
