The NXP utilty 2.2.3 (Philips LPC2000 Flash Utility V2.2.3) I have
intalled here works with the LPC2148 and the device is availble in the
list. Check if you are using an old version. Try to lower the baudrate
and check your hardware (UART connection, Boot-Select P0.14, Reset,
maybe DTR/RTS if used to toggle BSL and RST).
