ARM c compiler+debugger

Hi, My project size is about 400KB and i now need good c compiler and debugger. I know that KIEL offers(NoHau in Finland) tools for that, but the price is so hihg. We can say about 3500 euros. Is there some who can give me the other tools for my project and where the prices is lower than KIEL offer. I use LPC2148 processor. They have included their own library, but they haven't changed the compiler itself.
