Port to ARM-710T (Psion)?

Hi,
would it be possible to port it to the NEC ARM-710T with 36,8 Mhz?
My Psion 5 MX is running Linux, but mgg123 is a bit to slow and has
problems with the downscaling:-(
The main problem would be that the sound-chip, which is supported by the
kernel, can only do 8kHz by 16 bit....

I have some little experiemence with c, but not with asm...
