While trying to create an IP in Xilinx core generator, I got information 
that IP in User repositories must be IP-XACT and packaged by IP Packager 
tool otherwise non-IPXACT IP's can't be created. ALso to create/Add 
IP,we have to choose component.xml or .zip file.  Can someone please 
explain me what is IP-XACT and what is that xml file significance ?

Hi,

IP-XACT is a device decription format, targetting at description of SoC 
and peripheral device maps. You might want to have a look at kactus2 to 
ease up on the editing.
Maybe you have to elaborate on what you're trying to do. IP-XACT is 
heavily bloated and software support from vendors is kinda poor.
