Hello
I want to create something that recieves the input packets ( Tcp/IP) and 
then filter them . I don't know which board or fpga family is more 
usefull.
please guide me.

The information you gave us are not sufficient to give a useful response 
(i.e. requirements, your background/knowledge, ...) .

I would suggest you take a FPGA dev kit where an IP stack is
already available as demonstration. This is the starting point for your 
application. For example this

has magnetics and optical Ethernet interfaces, an FPGA with integrated 
microcontroller and a software stack for IP, for example in this demo
