Hello I want to create something that recieves the input packets ( Tcp/IP) and then filter them . I don't know which board or fpga family is more usefull. please guide me. Thanks.

The information you gave us are not sufficient to give a useful response (i.e. requirements, your background/knowledge, ...) . I would suggest you take a FPGA dev kit where an IP stack is already available as demonstration. This is the starting point for your application.
