add and multiple integer and logic vector-VHDL

The control system receives as input logic vectors and integers and i 
want to do arithmetic opeartions between them. the integers are 
fractions
 how can i do it?

Use a processor.

To be honest: read your own question like NOT knowing ANYTHING about 
your hardware, software, language, toolchain and the actual problem. 
Then answer the question: is an answer possible? The answer is: No.

So: provide as much information as possible and then maybe someone can
