I am learning few linux system level conepts and working on some
hardware related things.I want to understand

How GPIO Muxing works?

What is pad configuration?

What is "bank" and its base for any pin?


How GPIO and PAD conf is related?

Hard to say, you should give us more specific information.

Have a look into your controller datasheet.

E.g. the RM0008 Reference manual explains such things for
the STM32.
